Development is great for local economies especially when it provides jobs for local residents. The Red Line is estimated to bring thousands of jobs over the life of the project. The City of Baltimore is committed to creating employment and contracting opportunities for Baltimore City residents on the construction of the Red Line and other projects around the City.

For the Red Line local hiring isn’t as easy as it sounds. The Federal government has prohibited states and cities from creating laws that require that local residents get preferential treatment where federal transportation dollars are being spent. Much of the Red Line will be funded with federal transportation dollars so we have to find creative solutions to this issue.

While we understand that we cannot mandate that contractors hire from our communities, we know that we can encourage them to do so. The local hiring incentives are designed to do just that – provide contractors and subcontractors with financial incentives to hire and train from the communities where they are building and from the city at large. The Uplands Redevelopment project is the first construction project to use local hiring incentives but it won’t be the last.
